In the dynamic world of international military cooperation, JSC ROSOBORONEXPORT, a proud constituent of the Rostec State Corporation, is setting new standards by embracing a technology partnership paradigm. With its unwavering commitment to address pressing challenges faced by the Russian defense industry, ROSOBORONEXPORT actively offers innovative formats of collaboration within the global arms market.

The Rise of Technology Partnership

Alexander Mikheev, the head of ROSOBORONEXPORT, observes one of the critical trends in modern military-technical cooperation: a surging global interest in technology partnerships. According to the company’s estimations, the share of such collaborative ventures is projected to double by 2030, eventually encompassing 40% of the entire global arms market. This emerging trajectory reflects the changing landscape of international arms trade and the need for joint ventures that foster knowledge exchange and development.

“ROSOBORONEXPORT has strong competencies in launching licensed production, setting up joint ventures and conducting joint R&Ds with foreign customers. We have an impressive portfolio of completed and current projects for all services of the Armed Forces,” says Alexander Mikheev.

A History of Technology Partnership

JSC ROSOBORONEXPORT has been pioneering technology partnership contracts with foreign customers since its inception. In the year 2000, the company signed a pivotal contract with India’s HAL Corporation, laying the foundation for licensed production of Su-30MKI aircraft in India. Subsequently, in 2001, another significant contract was inked for the licensed production of Russian Main Battle Tanks (MBTs). This marked the commencement of the production of Russian BMP-2 Infantry Fighting Vehicles (IFVs), 125mm Armor-Piercing Fin-Stabilized Discarding Sabot (APFSDS) rounds, and Invar gun-launched Anti-Tank Guided Missile (ATGMs) in India through ROSOBORONEXPORT’s auspices.

Beyond licensed production, JSC ROSOBORONEXPORT has been actively engaged in establishing and managing joint ventures for the manufacturing of Russian military products in partner countries. The most notable examples of this collaborative effort are the Russian-Indian joint venture for the production of AK-203 assault rifles in India, where the final product boasts 100% local content. Additionally, another venture specializes in the modernization and maintenance of Su-30MKM aircraft, showcasing the multi-faceted nature of Russia’s technological cooperation.

Furthermore, ROSOBORONEXPORT provides technical guidance for the creation of specialized facilities in foreign nations, an integral part of technology collaboration.

Unlocking Innovation through Collaboration

Russian design bureaus and manufacturers have amassed a rich reservoir of technological prowess and vast experience in crafting unique military products. Consequently, the global market has displayed a keen interest in collaborative projects with Russia to develop advanced models of weaponry and military equipment.

Alexander Mikheev aptly highlights the mutual benefits of these technology partnership projects. The unique competencies of Russian arms manufacturers find demand abroad, while domestic enterprises can channel their resources into producing and supplying products for the Russian military, a top national priority. On the other hand, partnering nations can seize the opportunity to initiate full-scale production on their soil, nurturing their own industrial capabilities.

The underlying message is clear – technology partnerships between ROSOBORONEXPORT and friendly nations epitomize a win-win scenario. It’s not just about expanding markets and building military capabilities; it’s about fostering diplomatic relationships, sharing knowledge, and collectively contributing to global security.

In a rapidly evolving global defense landscape, Russia’s pursuit of technology partnerships underscores its commitment to collaborative innovation. As ROSOBORONEXPORT continues to forge new alliances and engage in mutually beneficial projects, it is positioned to shape the future of military technology in an interconnected world.
